God birthed in the heart of Rev. MARIO R DE TORRES in 1985 to purchase this property and start the building construction when he pioneered and pastored Santa Rosa Bible Baptist Church in 1979 at a small apartment located in Brgy. Kanluran at the town proper. In 2013, the pastorate was turned over to Dr. ADIEL H DE TORRES, the Lead Pastor of VICTORY BAPTIST CHURCH, whom God used to expand, completely finish, renovate and furnish this four-storey edifice which is now the HOME of now Victory Baptist Church in the Philippines that started in 2006.
